The School of Philosophy and Government at Shaanxi Normal University got its current name from then School of Political Economics in December 2016. The School of Political Economics can be traced to the Department of Political Education established in 1952 by the Teachers’School of Northwest University, and the Department of Marxism - Leninism established in 1956 by Shaanxi Teachers’ College. In 1954, the Teachers’School of Northwest University became Xi' an Teachers’College. In early 1960, Xi' an Teachers’College and Shaanxi Teachers’College merged to form Shaanxi Normal University. At the same time, the Department of Political Education of Xi' an Teachers’College merged with the Department of Marxism - Leninism of Shaanxi Teachers’College, and thus the Department of Political Education of Shaanxi Normal University was formed. The Department of Political Education was renamed the School of Political Economics on July15th, 1993. In June 2000, the university decided to merge the School of Political Economics and the Department of Marxist - Leninist Theory to establish a new School of Political Economics. In September 2009, according to the spirit and requirements of the Party Central Committee and the Ministry of Education, the School of Political Economics was renamed the Political Economics- Marxist School, and the " Ideological and Moral Cultivation and Legal Basics department ", which was initially administered by the students’ management office under the school party committee, was merged into the Political Economics- Marxist School. In August 2016, the university decided to make the Marxist School an independent school, and in December the School of Political Economics was renamed the School of Philosophy and Government.
At present, there are 91 people in our school and 75 of them are full-time faculties (including 2 post-doctoral teachers). More than 90% of the full-time faculties have doctoral degrees, and about 50% of them have studied abroad. The structure of the full-time teachers is very reasonable, including 22 full professors, 28 associate professors, 25 lecturers.
The school has five departments including the Philosophy Department, the Law Department, the Department of Administrative Management, the Department of Sociology and the Department of Political Science. In addition to the training of undergraduate students, there are stations of philosophy post-doctoral research, doctoral program with philosophy as the first level discipline, and 9 doctoral programs with philosophy as the first level discipline. There are master's programs with philosophy, politics and sociology as the second level disciplines, and currently there are 14 disciplines which are authorized to award master’s degrees. There are also master’s degree programs in legal, social work, master of public administration ( MPA ) .
School of Philosophy and Government attaches great importance to the discipline platform and laboratory construction. We boast a key research base of philosophy and social sciences in Shaanxi Province (The Key Public Opinion Information Research Center in Shaanxi), a key research base of Shaanxi Provincial Science and Technology Department (Regional Base of Innovation, Reform and Development), and a new type of think tank in Shaanxi Province (New Research Center in Public Governance and Policies Innovation).
In the meantime, our school enjoys a strategic cooperation research base for the construction of a new type of think tank jointly built by Shaanxi Normal University and the Xi’an Academy of Social Sciences, the research center for innovative development of national central cities in Xi’an jointly established with the Policy Research Office of Xi'an Municipal Committee, the “research center for local government governance and public policy” jointly established by the Chang’an District Committee as well as Shaanxi Normal University, and a university-level academic platform——the “research institute for the Guan school of Zhang Zai in Northern Song Dynasty and traditional culture”, etc.
There are 9 professional laboratories including MPA case teaching room, MPA case analysis room, comprehensive laboratory, simulation court, public management comprehensive laboratory, sociology and social work laboratory (including sociology and social work observation room), philosophy virtual simulation laboratory, learning experience workshop for studies of Chinese ancient civilization (including philosophy, history, archaeology, literature, linguistics), and political science laboratory (under construction).
School has distinct characteristics and high discipline reputation in China. In recent years, the School has undertaken more than 30 National Social Sciences Fund Research Projects, three of which are major program, three of which are key program, and more than 60 provincial or ministerial level projects as well. School has preserved in cultivating inter-disciplinary talents, and putting the discipline construction at first place for many years. In order to promote the development of our school, leaders have done a lot of effort to enhance the construction of teaching staff and teaching management, and teachers have always insisted on improving their teaching quality and academic research ability. All these efforts make a good environment for two-way interactions communication between teachers and students, and the development of inter crossing, infiltrating and amalgamating in all disciplines. Therefore, the students with good foundation, wide-range knowledge, strong ability could find a good job after graduation, the employment rate of undergraduates was above 90%, and they have hold a variety of approvals from employer.
After being renamed, the School of Philosophy and Government will further highlight the disciplinary advantages of philosophy and lead political science, sociology, law, administrative management and other disciplines. It mainly trains distinguished specialists with philosophical knowledge and thinking who can fulfill the commitments in social governance and meet the demands of local social and economic development and the demand for modernization of national governance. Efforts will be made to build the school into a western center of scientific research and teaching, personnel training, advisory training and government think tank, to push forward the modernization of national governance and the progress of democratic politics so as to better play the role of the serving society and to make due contributions to the development of education.
